Penelope Jane Taylor, also known as Penny Taylor was born in Melbourne, Victoria in Australia on May 24, 1981. Although Penny was born in Australia, her parents were from England, and she has the privilege of bearing both English and Australian passports. Her father, Michael Taylor, and mother, Denna Taylor (nee Noble) influenced her to play basketball right from an early age. Penny was born into a household of Five, which includes older sister Heather and younger brother, Phillip, born a few years after her.

Penny was very shy as a child and most times kept to herself, and in order to help her overcome her shyness her parents decided to enroll her with a female basketball team called the Belgrave South Red Devils when she was just 4 years old; this decision would later prove very pivotal in determining what her future career would be.

She began her education at Upwey High School, Victoria in Australia; after her studies and based on the promise she showed on the basketball court, she was given a scholarship to go and study at the Australian Institute of Sports, Canberra in her native Australia.

Penny and Diana have known each other since the mid-2000s when they were teammates at the Phoenix Mercury team. The couple did not really disclose when their love for each other began, but they got married officially in Phoenix, Arizona in the United States on May 13, 2017. The ceremony was a very private one and the couple released only one picture taken at the wedding to the media. The couple welcomed their first child together on the first day of March 2018 and named him Leo Michael Taurasi-Taylor, and the couple is still gushing over the joy that Leo has brought into their lives.

Penny was earlier married to Rodrigo Rodriguez Gil – who is a Brazilian volleyball player. They got married in 2005 but divorced each other many years later.
